  中國(guó)建筑西南設(shè)計(jì)研究院有限公司（下稱(chēng)“征集人”）受成都交子公園金融商務(wù)區(qū)投資開(kāi)發(fā)有限責(zé)任公司委托作為征集人，對(duì)成都交子公園金融商務(wù)區(qū)河?xùn)|特色金融街(暫定名)建筑概念方案組織公開(kāi)征集，誠(chéng)邀具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)前來(lái)申請(qǐng)應(yīng)征，遞交資格預(yù)審《申請(qǐng)文件》。

  China Southwest Architectural DesignAnd Research Institute Co.,Ltd.has been authorized by Chengdu Jiaozi ParkFinancial Business District Investment and Development Co.,Ltd.to be thesolicitor,(hereinafter referred to as"the solicitor"),to organizethe public solicitation for the architectural concept scheme of East RiverFeatured Financial Street(provisional name)at Chengdu Jiaozi Park Financial BusinessDistrict.We sincerely invite design institutions with relevant designexperience to apply for the scheme and submit the prequalification applicationdocument.

  征集背景

  The Backgroundof solicitation

  為落實(shí)國(guó)家戰(zhàn)略，助力建設(shè)國(guó)家西部金融中心，加快融入“成渝雙城經(jīng)濟(jì)圈”戰(zhàn)略，建設(shè)成為以“生態(tài)公園+世界級(jí)商圈”為內(nèi)涵支撐的功能區(qū)，聚集游、購(gòu)、娛等消費(fèi)需求，打造具有世界影響力的品牌街區(qū)，現(xiàn)特向全球優(yōu)秀設(shè)計(jì)機(jī)構(gòu)征集成都交子公園金融商務(wù)區(qū)河?xùn)|特色金融街(暫定名)建筑概念設(shè)計(jì)方案。

  In order to implement the national strategy,help to build the nationalwestern financial center,accelerate the integration into the two citieseconomic circle of Chengdu and Chongqing and to be built into a functional areasupported by the connotation of“Eco-park+World-class Business District”,gathering consumerdemand for tourism,shopping,entertainment,etc.,to create a branded districtwith world influence.We are seeking to solicit proposals for ArchitecturalConceptual Scheme of East River Featured Financial Street(provisional name)atChengdu Jiaozi Park Financial Business District.

  征集程序

  The Proceduresof Solicitation

  1、資格預(yù)審Prequalification

  征集人將組建資格預(yù)審評(píng)審委員會(huì)，對(duì)按時(shí)遞交了資格預(yù)審《申請(qǐng)文件》的應(yīng)征申請(qǐng)人進(jìn)行評(píng)審，為該地塊擇優(yōu)選取3位應(yīng)征人參加征集活動(dòng)。

  The solicitor will set up aprequalification evaluation committee to evaluate the applicants who havesubmitted the prequalification application documents on time,and select threecandidates for the site to participate in the activity.

  2、概念方案評(píng)審Conceptualscheme Evaluation

  征集人將組建專(zhuān)家評(píng)審委員會(huì)，對(duì)應(yīng)征的概念方案及其它相關(guān)內(nèi)容進(jìn)行綜合評(píng)審排序。The solicitor will set up an expertevaluation committee to comprehensively evaluate and rank the concept schemeand other related contents.

  3、中選方案的確定Final Determination

  征集人在向建設(shè)單位匯報(bào)專(zhuān)家評(píng)審結(jié)果，并征詢(xún)了相關(guān)主管單位和部門(mén)的意見(jiàn)后，確定1個(gè)中選方案。

  After reporting the expert evaluationresults to the construction unit and consulting the opinions of relevantcompetent units and departments,the solicitor will determine one successfulscheme.

  4、深化設(shè)計(jì)咨詢(xún)FurtherDesign Consultation

  概念方案中選的應(yīng)征人將根據(jù)征集人的委托，對(duì)該地塊的概念方案進(jìn)行深化，深化設(shè)計(jì)咨詢(xún)內(nèi)容以《征集文件》（含《設(shè)計(jì)任務(wù)書(shū)》）為準(zhǔn)。

  The candidate selected in the conceptscheme will deepen the concept scheme of the plot according to the entrustmentof the solicitor,and the contents of deepening design consultation shall besubject to the solicitation document(including the design specification).

  征集內(nèi)容

  Scope ofSolicitation

  1、項(xiàng)目簡(jiǎn)介Scope of Solicitation

  1.1項(xiàng)目區(qū)位及規(guī)模Locations研究范圍：為金融城東片區(qū)，祝國(guó)寺西路以北；

  Research Scope:East Area of financialCity,north of Zhuguosi West Road；

  街區(qū)設(shè)計(jì)范圍：包含改造設(shè)計(jì)交子公園5個(gè)地塊、公園南北兩側(cè)道路以及南北9個(gè)地塊的一體化研究設(shè)計(jì)，用地總面積約616.68畝。

  Street Design Scope:Including theintegrated research design of Jiaozi Park 5 plots,roads on both sides of thepark,and 9 plots on south and north sides of the park.Total area is 616.68mu.

  建筑概念設(shè)計(jì)范圍：交子公園南側(cè)G08、G09、G10、H05、H06地塊，用地總面積約117.62畝，計(jì)容建筑面積約38.37萬(wàn)m2。

  Architectural Design Scope:PlotsG08,G09,G10,H05,H06 on south side of Jiaozi Park.Total area is 117.62mu,totalfloor area is 38,3700㎡.

  2、征集內(nèi)容Solicitation content

  2.1應(yīng)征人根據(jù)征集文件要求進(jìn)行特色街區(qū)設(shè)計(jì)、概念性方案設(shè)計(jì)，并按要求提交成果文件，進(jìn)行方案匯報(bào)。

  According to the requirements of thesolicitation document,the candidate carries out the conceptual scheme design,and submits the result document as required for the scheme report.

  2.2征集內(nèi)容以《征集文件》（含《設(shè)計(jì)任務(wù)書(shū)》）為準(zhǔn).

  The scope and contents of solicitationare subject to The SOLICITATION DOCUMENTS(including the design specification).

  申請(qǐng)人員的資格要求

  Eligibility and Qualifications Requirements

  1、申請(qǐng)人應(yīng)為合法注冊(cè)的法人實(shí)體。

  The Applicant shall be a legallyregistered legal entity.

  2、申請(qǐng)人應(yīng)具有承擔(dān)建筑設(shè)計(jì)項(xiàng)目的相關(guān)資格及能力：The Applicant shall have the relevantqualifications and abilities to undertake the architectural design works.

  2.1注冊(cè)在中華人民共和國(guó)境內(nèi)的申請(qǐng)人應(yīng)具備建筑設(shè)計(jì)的執(zhí)業(yè)許可或經(jīng)營(yíng)許可。The applicant registered in the People'sRepublic of China should have the practice license or business license ofarchitectural design.

  2.2注冊(cè)在中華人民共和國(guó)境外的申請(qǐng)人須依本國(guó)或本地區(qū)的規(guī)定具備建筑設(shè)計(jì)的執(zhí)業(yè)許可或經(jīng)營(yíng)許可。港澳臺(tái)地區(qū)申請(qǐng)人的資格要求參照境外申請(qǐng)人資格要求的規(guī)定。

  The Applicant registered outside thePeople’s Republic of China shall have a practice license or business licensefor architectural design in accordance with the national or localadministrative regulations.The qualification requirements for applicants fromHong Kong,Macau and Taiwan shall refer to the requirements for overseaapplicants.

  2.3申請(qǐng)人應(yīng)有類(lèi)似項(xiàng)目的建筑設(shè)計(jì)經(jīng)驗(yàn)。

  Applicants shall havearchitectural design experience in similar projects.

  3、本項(xiàng)目接受聯(lián)合體申請(qǐng)。

  Consortium applicationis accepted.

  資格預(yù)審《申請(qǐng)文件》的內(nèi)容

  Contents of application documents for Prequalification.

  申請(qǐng)人編制《申請(qǐng)文件》應(yīng)包括：The application documents prepared by the applicant shall include:

  ①單位介紹信或授權(quán)委托書(shū)；Letter of introduction or power ofattorney;

  ②我國(guó)企業(yè)營(yíng)業(yè)執(zhí)照或外國(guó)及我國(guó)港、澳、臺(tái)設(shè)計(jì)單位合法注冊(cè)登記證書(shū)；Business license of Chinese enterprisesor legal registration certificate of foreign and domestic design units in HongKong,Macao and Taiwan;

  ③業(yè)績(jī)證明材料：中標(biāo)（選）通知書(shū)（應(yīng)征人簽字或蓋章的復(fù)印件）或設(shè)計(jì)合同（應(yīng)征人簽字或蓋章的復(fù)印件）及項(xiàng)目效果圖；

  Performance proof materials:letter ofacceptance(selection)(copy of signed or sealed by the applicant)or designcontract(copy of signed or sealed by the applicant),and projects renderings.

  ④公司簡(jiǎn)介及團(tuán)隊(duì)簡(jiǎn)介：組建包含但不限于一個(gè)城市設(shè)計(jì)團(tuán)隊(duì)與兩個(gè)及以上建筑設(shè)計(jì)團(tuán)隊(duì)作為設(shè)計(jì)工作組，提交團(tuán)隊(duì)介紹、組織模式、分工安排計(jì)劃、典型業(yè)績(jī)；Company profile and designer teamresume:The establishment includes not limited to one urban design team and twoor more architectural design teams as a design working group.The group shouldsubmits team introduction,organization model,division of labor arrangementplan,and typical performance documents.

  ⑤本項(xiàng)目工作組織與設(shè)計(jì)構(gòu)思；內(nèi)容包括且不限于：設(shè)計(jì)工作組織思路，對(duì)場(chǎng)地的初步解讀、概念構(gòu)思與特色街區(qū)定位等；整理為15頁(yè)以?xún)?nèi)的匯報(bào)文件。

  The work organization and designconception of the project;The content includes but is not limited to:groupideas;preliminary interpretation of the site;conceptual conception andfeatured street positioning,etc.;organized into report documents within 15pages.

  ⑥報(bào)名資料若為非中文資料須提供中文翻譯件。

  If the application materials are not inChinese,a Chinese translation must be provided.

  資格預(yù)審文件的遞交

  Submission of APPLICATION DOCUMENTS for Prequalification

  申請(qǐng)人編制《申請(qǐng)文件》。資格預(yù)審《申請(qǐng)文件》以電子文件形式通過(guò)電子郵件遞交，遞交截止時(shí)間為2021年8月31日下午17時(shí)（北京時(shí)間）。電子文件包括全套《申請(qǐng)文件》的蓋章掃描件（PDF格式）和word格式文件?！渡暾?qǐng)文件》通過(guò)電子郵件發(fā)送給征集代理的下述收件人：

  相關(guān)征集費(fèi)用

  Related collection fees

  1、征集補(bǔ)償費(fèi)：Collection of compensation征集人向通過(guò)資格預(yù)審的應(yīng)征人發(fā)放《征集文件》，應(yīng)征人應(yīng)根據(jù)《征集文件》要求編制并遞交《應(yīng)征文件》。根據(jù)對(duì)《應(yīng)征文件》的評(píng)定結(jié)果，征集人向遞交了完整和有效的《應(yīng)征文件》的未中選應(yīng)征人支付征集補(bǔ)償費(fèi)，每個(gè)未中選單位的征集補(bǔ)償費(fèi)人民幣400萬(wàn)元。

  The solicitor shall issue the“Solicitation Document”to the applicants whohave passed the prequalification,and the applicant should prepare and submitthe“Application Document”in accordance with the requirements of the“SolicitationDocument”.According to the evaluation results of the“Application Documents”,thesolicitor paidcompensation fees to the unsuccessful applicants who submittedcomplete and effective compensation fees.Each unsuccessful company collectedRMB 4 million in compensation fees.

  3、深化設(shè)計(jì)咨詢(xún)費(fèi)：中選方案的應(yīng)征人將根據(jù)征集人的委托，對(duì)該地塊的概念方案進(jìn)行深化。深化設(shè)計(jì)咨詢(xún)費(fèi)由應(yīng)征人自行報(bào)價(jià)，是應(yīng)征文件的組成部分。Further Consultation Fee:The successful candidate will deepen the concept schemeof the plot according to the entrustment of the collector.The detailed designconsultation fee is quoted by the applicant,which is an integral part of theapplication documents.

  4、以上方案征集補(bǔ)償費(fèi)和深化設(shè)計(jì)咨詢(xún)費(fèi)均已含中國(guó)境內(nèi)、外應(yīng)繳納的各項(xiàng)稅費(fèi)。

  The compensation fee and detailed design consulting fee for the above proposalhave included all taxes and fees that should be paid inside and outside China.

  其他事宜

  Other Terms

  1、成果資料的權(quán)屬：所有應(yīng)征單位遞交的設(shè)計(jì)成果均不退還，該成果除署名權(quán)外的其他著作權(quán)均歸征集人所有。

  Ownership of achievement materials:all design achievements submitted bythe applicants will not be returned,and all other copyrights except the rightof signature shall be owned by the solicitor.

  2、解釋權(quán)Right of interpretation本次征集活動(dòng)及相關(guān)文件的最終解釋權(quán)歸征集人。The final right of interpretation of the solicitation and related documentsis held by the solicitor.

  3、本公告以中文為準(zhǔn)，適用中華人民共和國(guó)法律。This announcement is subject to Chinese,and be applicable of the laws ofthe People’s Republic of China.
