一、 項(xiàng)目背景Project Background

At present, Binhu District is trying to execute the construction of Taihu Science & Technology Belt through the process of turning it into a place with innovation businesses and a beautiful environment. The spatial strategy of "mutual development of five bay areas" is proposed, which focuses on promoting the construction of five bay areas, namely, Lihu Bay Future City, Yunhe Bay Modern City, Hongsha Bay Science City, Lingshan Bay Innovation City and Jiulong Bay Intelligent Manufacture City. The strategy shall be carried out by taking the key areas as the breakthrough, so as to create a new growth pole of regional kinetic energy conversion and high-quality development, and finally develop all five areas into high-profile beautiful bay areas and high-quality development benchmark areas.

為進(jìn)一步對(duì)標(biāo)國(guó)際一流，充分彰顯濱湖生態(tài)、科創(chuàng)魅力，系統(tǒng)打造城市高品質(zhì)發(fā)展空間，現(xiàn)面向境內(nèi)外優(yōu)秀設(shè)計(jì)團(tuán)隊(duì)公開(kāi)征集紅沙灣科學(xué)城、靈山灣創(chuàng)新城、九龍灣智造城概念規(guī)劃及重點(diǎn)地區(qū)城市設(shè)計(jì)方案。

In order to further its level as a first-class international bay area, to fully demonstrate its eco-friendly and technology-innovation charms, and to systematically create high-quality urban development spaces for Binhu District, both domestic and overseas excellent design teams are hereby invited to join the competition and provide conceptual master planning and urban design proposals for key areas of Hongsha Bay Science City, Lingshan Bay Innovation City and Jiulong Bay Intelligent Manufacture City.

二、征集范圍和內(nèi)容Design Scope

本次方案國(guó)際征集的內(nèi)容為紅沙灣科學(xué)城、靈山灣創(chuàng)新城和九龍灣智造城三個(gè)片區(qū)的概念規(guī)劃與重點(diǎn)地區(qū)城市設(shè)計(jì)，分為三個(gè)包件：

The Scope of Solicitation consists of three packages which include conceptual master planning and urban design of key areas of Hongsha Bay Science City, Lingshan Bay Innovation City and Jiulong Bay Intelligent Manufacture City.

2.1 包件1：紅沙灣科學(xué)城概念規(guī)劃與重點(diǎn)地區(qū)城市設(shè)計(jì)

Package 1: Conceptual Master planning and Urban Design of Key Areas of Hongsha Bay Science City

2.2 包件2：靈山灣創(chuàng)新城概念規(guī)劃與重點(diǎn)地區(qū)城市設(shè)計(jì)

Package 2: Conceptual Master planning and Urban Design of Key Areas of Lingshan Bay Innovation City

2.3 包件3：九龍灣智造城概念規(guī)劃與重點(diǎn)地區(qū)城市設(shè)計(jì)

Package 3: Conceptual Master planning and Urban Design of Key Areas of Jiulong Bay Intelligent Manufacture City

三、 合格申請(qǐng)人資格要求Qualification Requirements of Eligible Applicants

3.1申請(qǐng)人須具有獨(dú)立承擔(dān)民事責(zé)任的能力，本項(xiàng)目不接受自然人參與。法人的分支機(jī)構(gòu)以自己的名義參與時(shí)，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的對(duì)參與該項(xiàng)目承擔(dān)全部直接責(zé)任的明確承諾。申請(qǐng)人須具有相應(yīng)的設(shè)計(jì)許可，且具有與本次征集內(nèi)容類(lèi)似的規(guī)劃設(shè)計(jì)和城市設(shè)計(jì)經(jīng)驗(yàn)；

Applicants must have the ability to bear civil liability independently and the participation of natural person is not accepted. When a branch of a legal entity participates in the project in its own name, it shall provide relevant supporting materials and a clear commitment issued by the legal person to bear all direct responsibilities for participating in the project. Applicants must have corresponding design permits, and have relevant experiences of similar projects (i.e. planning design and urban design);

3.2申請(qǐng)人須具備由中華人民共和國(guó)自然資源部認(rèn)定的城鄉(xiāng)規(guī)劃編制單位甲級(jí)資質(zhì)或由中華人民共和國(guó)住房和城鄉(xiāng)建設(shè)部核準(zhǔn)的建筑行業(yè)建筑工程專(zhuān)業(yè)設(shè)計(jì)甲級(jí)（或以上）資質(zhì)；

Applicants must have qualification certificate of Grade A urban and rural planning OR Class A qualification in construction industry Construction Engineering Design (or above);

3.3本項(xiàng)目接受聯(lián)合體。聯(lián)合體的任一成員滿(mǎn)足本公告第3.2條的資質(zhì)要求即可。聯(lián)合體的組成以遞交的資格預(yù)審《申請(qǐng)文件》為準(zhǔn)。聯(lián)合體各方不得再以自己名義單獨(dú)參與本次征集活動(dòng)，也不得同時(shí)加入?yún)⑴c本次征集活動(dòng)的其他聯(lián)合體，否則，相關(guān)申請(qǐng)文件均被否決。聯(lián)合體成員最多不超過(guò)三家。

This project accepts applicants from Consortium. Any member of the Consortium with the qualification stated in Item 3.2 shall be acceptable. Any member of the Consortium shall neither individually participate in the prequalification on its own, nor concurrently participate as a member of another Consortium. The number of Consortium members shall not exceed three.

四、 資格預(yù)審文件的獲取     Access to Prequalification Document

4.1凡有意參加本次方案征集活動(dòng)的潛在申請(qǐng)人，請(qǐng)于2022年2月8日14:00時(shí)至2022年2月20日11:00時(shí)（北京時(shí)間，下同），在上海國(guó)際招標(biāo)有限公司網(wǎng)站（www.shabidding.com）注冊(cè)并在線(xiàn)領(lǐng)取資格預(yù)審文件。

All potential Applicants who are interested in participating in this solicitation can register and download this prequalification document through Shanghai International Tendering Co., Ltd. website (www.shabidding.com) from 14:00 February 8th, 2022 to 11:00 February 20th, 2022 (Beijing time, same hereinafter).

4.2首次注冊(cè)的申請(qǐng)人需要登陸上海國(guó)際招標(biāo)有限公司網(wǎng)站（www.shabidding.com），進(jìn)行供應(yīng)商注冊(cè)，獲取登錄名和密碼后，方可下載資格預(yù)審文件。已注冊(cè)的申請(qǐng)人可從網(wǎng)站采購(gòu)公告欄的相應(yīng)公告中進(jìn)入在線(xiàn)領(lǐng)取資格預(yù)審文件流程。征集代理不接受沒(méi)有在上海國(guó)際招標(biāo)有限公司網(wǎng)站（www.shabidding.com）上注冊(cè)和沒(méi)有資格預(yù)審文件下載記錄的申請(qǐng)人遞交的《申請(qǐng)文件》。如申請(qǐng)人為聯(lián)合體，則聯(lián)合體中任何一成員在上海國(guó)際招標(biāo)有限公司網(wǎng)站（www.shabidding.com）上注冊(cè)并有資格預(yù)審文件下載記錄即可。

Those who have never registered before shall register on www.shabidding.com website to obtain the username and password in order to download the document. Registered Applicants can enter the online prequalification document collection process from the corresponding announcement on the website purchase bulletin board. The solicitation agency does not accept the application documents submitted by Applicant who has not registered on www.shabidding.com website or who has no download record of the prequalification document. The Consortium’s application document shall be accepted if any one of the members of the Consortium has registered and has download record of the prequalification document.

4.3申請(qǐng)人成功領(lǐng)取資格預(yù)審文件并不意味著其資格條件符合要求。申請(qǐng)人是否符合本公告第3條“申請(qǐng)人資格條件”的要求由資格預(yù)審評(píng)審委員會(huì)判定。

The Applicant's successful collection of the prequalification document does not mean that the qualifications meet certain requirements. Whether the Applicant passes the qualification evaluation is determined by the Prequalification Jury.

五、資格預(yù)審申請(qǐng)文件的遞交 Submission of Application Documents

5.1資格預(yù)審《申請(qǐng)文件》以電子文件和紙質(zhì)文件的形式遞交。遞交截止時(shí)間為2022年2月21日11:00時(shí)，遞交的時(shí)間以電子文件上傳成功的時(shí)間為準(zhǔn)。除了在截止時(shí)間前成功上傳的《申請(qǐng)文件》外，未在截止時(shí)間前上傳和以其他形式提交的《申請(qǐng)文件》一律不被受理。

The prequalification application documents should be submitted in the form of electronic documents AND paper documents. The deadline for submission is 11:00 February 21th, 2022. The time of submission is subject to the time when the electronic document is successfully submitted. Any late submission or submission in any other form will not be accepted.

5.2電子文件包括全套正本《申請(qǐng)文件》（PDF掃描件和PPT格式）。申請(qǐng)人應(yīng)在上海國(guó)際招標(biāo)有限公司網(wǎng)站（www.shabidding.com）本項(xiàng)目的領(lǐng)購(gòu)頁(yè)面下，點(diǎn)擊“投標(biāo)文件”按鈕后上傳資格預(yù)審《申請(qǐng)文件》的電子文件（請(qǐng)注意不要對(duì)壓縮文件進(jìn)行加密）。

The electronic documents include a full set of application document (PDF format scanned copies and PPT format document). Applicants should submit by clicking the “tender documents” button under the procurement webpage to upload the electronic documents (please do not encrypt compressed file).

5.3申請(qǐng)人還應(yīng)遞交紙質(zhì)文件2套（正本1套、副本1套），可以派專(zhuān)人送達(dá)或郵寄送達(dá)至：無(wú)錫市濱湖區(qū)金水路8號(hào)高雁女士（手機(jī)號(hào)15251522277）。當(dāng)電子文件與紙質(zhì)文件內(nèi)容不一致時(shí)，以電子文件為準(zhǔn)。

Applications should submit 2 sets of paper documents and send or deliver to the recipient’s: Ms. Gao Yan (Mobile 15251522277), 8 Jin Shui Road, Binhu District, Wuxi. When there is inconsistency between the electronic documents and paper documents, the electronic documents shall prevail.

六、 入圍方式Prequalification

申請(qǐng)人遞交了資格預(yù)審《申請(qǐng)文件》后，資格預(yù)審評(píng)審委員會(huì)將對(duì)申請(qǐng)人進(jìn)行綜合評(píng)審和比較，為每個(gè)包件分別選擇3名申請(qǐng)人作為入圍的應(yīng)征人。如任何一個(gè)包件的申請(qǐng)人數(shù)量正好為3名，資格預(yù)審評(píng)審委員會(huì)將對(duì)申請(qǐng)人的綜合情況、項(xiàng)目業(yè)績(jī)和團(tuán)隊(duì)組成等進(jìn)行是否符合項(xiàng)目要求的判定，如判定符合項(xiàng)目要求，3名申請(qǐng)人直接入圍。如任何一個(gè)包件的申請(qǐng)人不足3名，征集人保留重新組織資格預(yù)審的權(quán)利。原則上，一名申請(qǐng)人只會(huì)入圍參加一個(gè)包件的征集活動(dòng)，但不排除申請(qǐng)人入圍參加兩個(gè)包件的征集活動(dòng)的可能性。

Once Applicants have submitted prequalification application documents, the Prequalification Jury will conduct a comprehensive review of all Applicants and select 3 Applicants for each package as shortlisted Candidates. If the number of Applicants is exactly 3 for any package, the Prequalification Jury will determine whether the Applicants' overall ability, relevant experiences of similar projects, and team composition have met the project requirements. If all 3 applicants are determined to meet the project requirements, all 3 applicants will be directly shortlisted for certain package. If less than 3 applicants for any package are determined to have met the project requirements, the Sponsor reserves the right to reorganize the Prequalification. In principle, an applicant will only be shortlisted to participate in the solicitation of one package, but it does not rule out the possibility that the applicant is shortlisted to participate in the solicitation of two packages.

七、 方案征集費(fèi)和獎(jiǎng)金Design Fee & Bonus

7.1方案評(píng)審委員會(huì)將對(duì)三個(gè)包件的最終方案分別進(jìn)行評(píng)審。每個(gè)包件的第一名方案的應(yīng)征人將獲得征集費(fèi)和獎(jiǎng)金共280萬(wàn)人民幣（含稅），其它兩位應(yīng)征人將獲得征集費(fèi)人民幣150萬(wàn)元（含稅）。方案獲得第一名的應(yīng)征人有義務(wù)根據(jù)征集人的要求對(duì)概念規(guī)劃和城市設(shè)計(jì)方案進(jìn)行優(yōu)化和整合。

The evaluation committee will review the final scheme of the three Packages respectively. The Candidate winning the 1st prize of each package will receive a solicitation fee and bonus in total of RMB 2.8 million (including tax) and the other two Candidates will receive a solicitation fee of RMB 1.5 million (including tax). The winner is obliged to optimize and integrate the conceptual planning and urban design scheme according to the requirements of the Solicitor.

7.2若經(jīng)成果評(píng)審委員會(huì)評(píng)定，應(yīng)征人的方案沒(méi)有達(dá)到設(shè)計(jì)任務(wù)書(shū)要求的，應(yīng)由成果評(píng)審委員會(huì)單獨(dú)出具書(shū)面意見(jiàn)且有半數(shù)以上專(zhuān)家簽字，具體闡明不符合要求的設(shè)計(jì)內(nèi)容以及扣款評(píng)定，征集人將根據(jù)書(shū)面意見(jiàn)扣減直至不支付應(yīng)征人方案征集費(fèi)。

八、 征集活動(dòng)時(shí)間安排Schedule of Solicitation

正式征集階段時(shí)間安排約為2.5個(gè)月，預(yù)計(jì)從2022年2月上旬至2022年4月下旬。三個(gè)包件在資格預(yù)審階段的節(jié)點(diǎn)均保持一致，但應(yīng)征階段節(jié)點(diǎn)可能視情況略有前后。

The formal solicitation stage is expected to last about 2.5 months, from early- February, 2022 to late-April, 2022. The schedule of 3 packages in prequalification stage is consistent, but the arrangement in solicitation stage may differ depending on the situation.

十、 知識(shí)產(chǎn)權(quán) Intellectual Property Rights

申請(qǐng)人遞交資格預(yù)審《申請(qǐng)文件》即視為接受以下知識(shí)產(chǎn)權(quán)條款：

Applicants who submitted the application documents are deemed to have accepted the following terms of the intellectual property rights.

10.1應(yīng)征人承諾其擁有其提供服務(wù)時(shí)編制的所有圖紙、說(shuō)明、電子文檔和其它相關(guān)文件（以下總稱(chēng)“成果文件”）的合法權(quán)利和知識(shí)產(chǎn)權(quán)。

Shortlisted applicant has stated that it has the Ownership & Intellectual Property Rights to the drawings, specifications, electronic files and other documents related to this Project (hereinafter referred to as the “Deliverables”).

10.2所有由應(yīng)征人編制的成果文件，其著作權(quán)歸應(yīng)征人所有。在征集人向應(yīng)征人付清本公告第7條定義的方案征集費(fèi)之后，該部分成果文件的知識(shí)產(chǎn)權(quán)歸征集人所有，征集人有權(quán)使用、復(fù)制、修改及宣傳成果文件。雙方均不能將成果文件部分或全部地用于本項(xiàng)目之外的其他項(xiàng)目。

All shortlisted applicant has the copyright of all its Deliverables. The Intellectual Property Rights of the Deliverables belongs to the solicitor upon full payment for the design fee defined in Item 7. The solicitor has the right to use, copy, revise and propaganda the Deliverables. Neither the solicitor nor the shortlisted Candidate has the right to use all or part of the design scheme for projects other than this Project.

10.3應(yīng)征人應(yīng)保證遞交的設(shè)計(jì)方案在中國(guó)境內(nèi)或境外沒(méi)有且不會(huì)侵犯任何其他人的知識(shí)產(chǎn)權(quán)（包括但不限于著作權(quán)、專(zhuān)利權(quán)）或?qū)Ｓ屑夹g(shù)或商業(yè)秘密。應(yīng)征人應(yīng)保證，如果其設(shè)計(jì)方案使用或包含任何其他人的知識(shí)產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密，應(yīng)征人已經(jīng)獲得權(quán)利人的合法、有效、充分的授權(quán)。應(yīng)征人因侵犯他人知識(shí)產(chǎn)權(quán)或?qū)Ｓ屑夹g(shù)或商業(yè)秘密所引起的全部賠償責(zé)任應(yīng)由應(yīng)征人承擔(dān)。

Shortlisted applicant shall ensure that the design scheme does not and will not infringe the intellectual property rights (including but not limited to copyright and patent right) or proprietary technology or trade secrets of any other person within or outside China. Shortlisted applicant shall guarantee that if its design scheme uses or contains the intellectual property rights or proprietary technology or trade secrets of any other person, Shortlisted applicant has obtained the legal, effective and sufficient authorization of the owner. Shortlisted applicant shall be liable for all compensation liabilities arising from its infringement of others' intellectual property rights or proprietary technology or trade secrets.

十一、 其他Other Items

11.1凡參加本次資格預(yù)審的申請(qǐng)人均被視為同意并接受《資格預(yù)審文件》的全部?jī)?nèi)容及條款。

All Applicants participating in this prequalification are deemed to have agreed and accepted all the content and terms of the prequalification document.

11.2申請(qǐng)人在資格預(yù)審《申請(qǐng)文件》中所列出的主創(chuàng)設(shè)計(jì)師須親自開(kāi)展本項(xiàng)目的設(shè)計(jì)工作，必須參加項(xiàng)目啟動(dòng)會(huì)與現(xiàn)場(chǎng)踏勘，必須進(jìn)行成果方案匯報(bào)。因此，請(qǐng)所列出的主創(chuàng)設(shè)計(jì)師根據(jù)征集活動(dòng)時(shí)間安排提前預(yù)留時(shí)間、做好準(zhǔn)備。如因新型冠狀病毒肺炎疫情原因，主創(chuàng)設(shè)計(jì)師確實(shí)無(wú)法赴現(xiàn)場(chǎng)參會(huì)的，應(yīng)在資格預(yù)審《申請(qǐng)文件》中進(jìn)行說(shuō)明，該情況將在資格預(yù)審評(píng)審時(shí)綜合考慮。

The chief designer(s) listed in the application document must carry out the design work, attend the kick-off meeting and site exploration, and present the scheme IN PERSON. Therefore, please make preparation in advance according to the schedule of matters. If the chief design(s) is unable to attending the meeting onsite for COVID-19 related reasons, it should be explained in the application document, which will be considered by the Prequalification Jury.

11.3本次征集活動(dòng)及相關(guān)文件的最終解釋權(quán)歸征集人。

The final right of interpretation of this Project and related documents is held by the solicitor.
